As for the fixed catch rate, it would just be an additional "mini-game" that would increase the base catch rate. In fact, it's a good idea because then it's gamification of the catching, instead of just waiting (though it can be tense as-is and the fans might not readily part with it, but then again you could just opt out of participating and it would act like the original.)
There is nothing wrong with the idea.
