Does it really matter what kind of Rival you have to go up against? At the end of the day, you're always going to beat them because YOU'RE the Chosen One/Protagonist and not them.
Blue can talk shit all he wants, but he's still getting fucked by my team despite always being in the lead.
Silver's just an edgelord who was later found to have Daddy Issues and then became a standard issue rival by the end of HGSS via his redemption sidequest.

But even Silver failed the fulfill that role since his team was always pathetic.

From Wally and Brendan/May on rivals literally admit that they suck dick compared to you and are even almost bitter or depressed about it.

It's just another one of those things that GF mindlessly puts in every game solely because it was in previous games without understanding what their gameplay role was in the first place.

"You gotta have a rival who picks a different starter and you fight multiple times"

"I dunno but they did it in the other games so we'll do it here. But make him easier and make him pick a starter with a type disadvantage, we don't want him to actually be difficult"
