Game Freak just gives Pokemon types that make sense for them

Kung Fu Chicken = Fighting type
Son Goku = Fighting type
Chinese warrior = Fighting type

All three were also designed by different people

That's literally what it is, the designers stated in an interview that Serperior was designed in a Western style, Emboar was designed in a Chinese style, and Samurott was designed in a Japanese style

I want to know why, too.

IRL fire does more harm than good. While Water and Grass do the exact opposite. But everyone loves fire in the games. I think it's GF's fault for making the fire starters look cooler than all of the other starters most of the time.

This is most likely the reason.
It's also why Incineroar's Fire/Dark while maintaining a Fire/Fighting theme, because Dark is neutral towards Rock.
