Anyway, people will argue with you that they're meant to look like fish fins or spikes that "enhance" her swimming, it's been brought up into attention, but honestly speaking, it makes a already complex design a bit too complex for what it should be (IIRC, it's the pokemon with the most polygon count model wise) and makes Primarina a bit awkward to imagine laying normally on shore/rocks (like a mermaid or sea lion would do) in case those things are hard.
A lot of it screams more aesthetics to make it more "pleasing" than functionality towards a more natural look. It might add "color balance" as for it not to be just shades of blue and white, but I've already seen many people just about complaining about the same and they're Primarina fans.
Eyelashes seem kinda pointless too, they're shown drawn, but they're simply white, on Primarina's face who's skin is already white, which kinda looks not all that great. I've seen art of it (official even) having blue eyelashes that looked far better and that, for some reason, made it look more neutral looking despite having eyelashes. I've heard people say the white eyelashes makes its eyes stand out more though.
It's not a design for everyone, much like the other two final evos. It's meant to attract the younger female crowd that likes cute stuff and like to put animals and cute creatures into pretty dresses). No need to make a fuss out of it. Just bother with something else.
