Eevee is a fox. It wouldn't make sense for a cat to evolve into a fucking cat, don't you think?
Also, sure it kinda looks like a cat but that doesn't mean it's one. Fan theories aren't cannon.

It was never stated in official Pokemedia that Eevee is a fox and it looks nothing close to Fennekin or Vulpix except for the fluffy tail.

Eevee is just supposed to be a generic mamal that evolve and specialised, making it look like dogs, cats, fish, or bunnies.

And Espeon looks nothing like a dog, it's clearly cat-like, and clearly is based on the Nekomata.

It doesn't have to say it anywhere because it's obvious in its design. The fact that Espeon is based on a cat creature means it's a cat. Period.
