I did actually do some light googling to see if there's any truth to your awful thread, but so far it doesn't look like it. The original artist of these mockups, Rodolfo-Rubens, doesn't seem to be involved with contributing his assets to any fan games, and is in fact a game developer himself.
The closest thing is his personal project "Creacorp", which is a Pokemon clone that has been in development since late 2015 (and doesn't use any of these mockup assets). It certainly isn't on track to come out on August 18th, either. Source:
