but the way I see eeveelution history is in 2 categories:
1. the basic premise: pet-like creature gains colorful elemental powers
2. the "extras": evolves under special condition when some kind of bond deepens far enough
1-1: Let's make it evolve into some basic colorful RPG elements
>Water>Electric>Fire1-2: Let's add the leftover types that are also obvious colorful elements:
>Grass>Ice2-1: show off day/night feature + friendship evolution:
>Psychic>Dark2-2: show off new type + affection evolution:
>FairyGroup #1 is pretty much covered. One could argue for Ground in the sense of an Earth-element, but that's about it...
Group #2 feels like it already overdid it by using a second bonding mechanic, and also feels like a "cherry on top"-case, which means that besides some new fancy type being added (let's not forget it took more than a decade to get a new type at all again) the chances of this being expanded are 0.
And that combined leaves the "Eevee must get evolutions for all types, because." as the only reason for any new eeveelutions to be added...so you might have a point there.
