Lillie is not a complex character, wether she's interesting is obviously subjective but I would expect from most people that have standards regarding character-driven storytelling that they don't find her interesting.

90% of the time Lillie talks without saying anything. Her "development" is a sudden 20 degree turn from being timid to being slightly less timid. The change isn't gradual. There is no buildup.

Silver is still a better character than Lillie. And I'm not saying that to endorse Silver, but to bring down Lillie.

Also, you're assuming that Pokémon either needs or should have "compell and interesting" characters which isn't the case at all. Up until XY Pokémon was always carried by level design and exploration, and that's what it should go back to and stay like.

Why not both? Have your big adventure expanse in the routes, dungeons and caves but leave character development in the cities. (Which are kinda bland to be honest)
