No, the cosmic type would apply to any Pokemon that is directly or is rumored to be from space, have "alien
-like" qualities, or can control/manipulate the fundamental forces of the universe, such as light, gravity, atoms, black holes,etc. or can manipulate cosmic based energies.
And I'm sorry, there's nothing "Psychic" about being from a different world, or being able to manipulate time and space.
