also because it evolves at level 50+, which very few people will bother to get it to that level when there's so many other choices for flying pokemon

It's probably both, given the number of unevolved Pokemon with -by in their name (plus the fact it's wearing a skull diaper), but the damn name is literally lullaby spelled with a 'V' -- wouldn't the name make more sense as "Vulby" if lullaby wasn't thrown in there?
