For me it's the lack of dungeons, barren towns, and just overall half-assed unfinished region. It has nice some looking areas, but they're tiny as shit making them nothing special and you're done with them as soon as you enter. Ulaula Meadow, Malie Garden, Lush Jungle, the boardwalky area on the third island, the place where the Lana trial is, etc. They have nice aesthetics, but there's nothing there. They're too small to explore and properly enjoy. You go there once, talk to someone, usually Kukui or Lillie about the same shit you talk about every 20 seconds, and then leave. Then there's places like the volcano where Kiawe's trial is that they just didn't even bother adding at all.
