I think it's hard to deny that Primarina's a playful (probably in disguise) pokemon regarding its personality, although perception in-game of it might be more serious and respectful towards it due to it being capable of pulling off "magical scenes" like the site says, which could pull off a "wow" factor.
Just because it ain't a clown doesn't forbid it from acting playful. Although the site also referred Primarina as a very high-maintenance pokemon due to the vocals thing.
