Cartoons are not children. Cartoons are objects that can be molded into whatever you want, like putty. Putting cartoons, especially those as heavily caricatured and unrealistic as Pokemon characters, on the same level as actual children is where the real creepiness lies.

Why is it a problem how old they are in the games? I assume you're attracted to the way all the fanart represents most of the Pokegirls and most of the time they draw them looking older than they are in the games. Just look at all the Whitney fanart where she has enormous tits, even though she's supposed to be in her early teens at best in the games.
