Except it doesn't need to wait a turn for the burn orb to activate and has an actual good speed stat.

It just doesn't have the usage
Staraptor has a very usable niche in OU as a Flying Type power house
100 speed + 120 Attack + Intimidate + Z-Close Combat is lit

How is "barely usable, bad and outclassed" better than "strong and versatile in most teams"? I really don't follow your logic. Being good in UU and viable in OU is one thing, being BL is another. It's the worst. Besides, Staraptor isn't even ranked.

Obviously something that can't function one teir lower has some capability in a OU, it simply doesn't fit many teams well enough to be spammed like Landorus.
Fact is, Staraptor can be used effectively as a wall breaker, and with the advent of zmoves, it looks likely that it may rise in usage

The only reason to use Staraptor is that you like it. There's no rational, logical reason to have it in your team otherwise. That's why it's unranked. The fact that it's BL means you can't use it in a lower tier either on top of that.

But most of those Pokemon aren't part of the OU tier. If you bothered to actually look at Smogon organizes its tiers, every Pokemon that is currently ranked I OU has a usage rating of at least 2.8% and higher. That's why its OVER USED the tiers are based on USAGE.

Life is suffering for best regional bird. Will UU ever be power-creeped up enough for bes bird to make it? I mean, if stuff like Keldeo, Latias, Clefable, Gliscor, Raikou, Scizor, and Volcanion are all okay (most of those being high OU threats last gen) surely best bird can someday join too, right?
