UU is supposed to be everything with a ~3.4% usage or lower in OU

BL is the place were Pokemon that are too good for UU reside.

The new tier needs to be between OU and Ubers. Every generation has more and more shit that's too powerful for OU, but too weak for Ubers. With the biggest offenders out of OU, most of the BL mons would get bumped back up.

They could ban drought, if I remember correctly it was banned last gen, but drought wasn't a problem this gen before m-houndoom was released.
And sun isn't a super overpowered team archetype after megadoom got banned. So clearly it was m-houndoom that was the problem.

Tapus nuked their viability. Xzard might drop to UU (and then immediately fuck off to BL) at this rate.
There are six Dragons left in OU. One is Mega Garchomp and is only there on a technicality, one is Black Kyurem, one is Zygarde who is really there for being a Ground type with a move that hits fliers, one is the aforementioned Xzard, and the other two still have BSTs of 600 and used to be Uber.
Take away the raw stats and suddenly Dragon is a shit type now.

They were forced into Ubers because they decimate the tier. What you're advocating would create 2-3 fundamentally broken tiers instead of 2 extremely dysfunctional ones. Honestly OU needs more bans (Magearna, Greninjas, etc), not fewer, to become playable again.

If there are enough slightly broken Pokemon then it's just a matter of picking your poison.

CU is a Tier where the Pokemon that don't over centralize the game should be allowed to shine cause Smogon will NEVER outright ban certain things. Look at how hard it is to get anything pushed out of OU now because of the stigma against Ubers. Even if it means OU is slightly less broken Ubers, I'd take that if it meant I got two tiers where good Pokemon can roam free and not be upstaged because Smogon isn't willing to ban stuff like Lando-T, Greninja or Magearna.

You're using one of the best counters to it, that requires your team to be built around Sand.

Magearna can either set up Trick Room or Boost it's speed and proceed to KILLSTREAK because Soul Heart is broken.

They're tiers for a special ruleset used in organized multiplayer matches, with the idea being that any Pokemon is valid on the condition that you and your opponent use a team of Pokemon with similar tier rankings.

These don't affect the single player campaign at all, so if that's how you prefer to play Pokemon then you have no reason to care.
