Water/Dark is great coverage on its own and doesn't require much additional coverage, so it often prefers to use Spikes to pressure the whole team more, or U-turn for momentum. Kingdra runs it 79.666% of the times, but basically never clicks it because it's easier and safer to spam Hydro Pump every time.
Keldeo doesn't even learn Ice Beam, and rarely runs Icy Wind. Pelipper never runs it. It is quite rare on Manaphy as well(~40%), and Manaphy itself is not common either.
Gyarados and Mega Swampert are physical. The rest are bulky waters that run Scald as their only attack.
