Magearna is partly an alchemical/magical creation. It gives me the feeling that it was created as a "proof of concept" for what alchemy can do, or it was an alchemist's pet project just to show he could build a machine. Presumably through the power of alchemy they could create a sort of uterus that could bear a human or Pokémon baby to term and stick it on Magearna.
