How can we make recharge moves competitively viable again? I really miss having Hyper Beam on my Tyranitar.

make an item that works like Power Herb, but eliminates the recharge turn instead of the charge turn
or you know, just go full genwun and introduce an ability that allows the recharge turn skipped if you KO the enemy

no, it only works on moves like Dig or Solar Beam, where there is a charging turn, then execution of the move on the next turn. The power herb just eliminates the charge turn, turning those 2 turn moves into a move that takes only one.
Power herb has no effect cooldown

Maybe if we make that the Power Herb also let skip recharge turns because, you know, IT EVEN HAS "POWER" ON ITS NAME. Make recharge moves great again!

Not really, consider this :
In battle, you normally have the option to
>Make a move
>Switch out
>Forfeit like a pussy

So after a Hyper Beam, you only replace the option "Make a move" by "Do nothing". Which means whatever you do next, your opponent can't be hard punished.

I agree with that but there are moves that thematically should be strong and the perfect example are charge moves. If a move requires you to charge up or rest afterwards than it should have the power to match. Razor wind has no reason for being.
