I'd still say ban Lele. The reason it's not dominating the meta is that Magearna was such a common answer to it because of how safe it was, to the point that Magearna became S rank since familiarity bred too much innovation for the meta to handle.

Fini was always the worst.

The only reason Bulu wasn't seen as top was how over-exaggerated it's weaknesses were. When it was objectively one of the most nuclear wall breakers in the tier.
