Pelipper succeeds due to good defenses, roost, protect, and u-turn, which makes it much more reliable for weather teams, as well as being able to deal good damage with a weather move that gets STAB and works with its higher attacking stat, and spammable STAB utility in scald.
Rapidash has comparatively weaker defenses, no access to u-turn, and no access to recovery, severely hampering its use as a weather setter, lacking in utility, and the one weather move you could give it, it already has, isn't STAB, and uses its weaker attacking stat.
Drought can only do so much, look at Torkoal.
