This would be better if you just swapped Atk and Speed. As you did it, it becomes too frail to setup Shell Smash, and 91 is good enough at +2.

Anyway, here is a thought experiment.

Attack and Special attack are switched. Seriously, what in gods name were they thinking when they made this thing? I've never been this disappointed on a pokemon in my life. Nothing will ever top this. NOTHING.

You can make nearly any pokemon OU by putting it's highest stats into

well memed, i guess you are also good enough to redesign it so that it can fit your tryhard stat changes for what happens to be a slow turtle that hides itself and waits for preys or territory invaders and is basically defensive just like in real life because why would it have a shell to begin with
