It's impossible for it to be Vermilion Gym.
All iterations of the gym have 5 bins on each row. If it were the gym, the bins would likely be placed symmetrically like in the previous 2 iterations, which would mean there'd need to be two bins under the east wall since we can see 2 bins on the west wall in the footage. Because there are 2 bins in the center, it doesn't add up (we see 4 out of the 5 bins, and there is only one left for the east wall).
And before you say the rightmost bin is lined up with a wall - no, that's not possible, because of the shadow seen in
>>33326111 which is most likely an NPC.
