Personally I think the reason why they're making the games the way they are now is because they tried really, really hard with Gen 5 and nobody really cared, it had average sales. So with XY onwards they figured to just pander to the older gens and be lazy. Why put in the effort when you're only punished for doing so?

Pokemon has been kawaii anime since the very get-go. They just know there's an even bigger demand for it lately, which is why there's all those female protagonist figurines, why ORAS's redesigns made all the female trainers look "cuter", and Lillie being everywhere.
