Why aren't there thousands? Fleas come in packs. UBs are zubat-common. We've identified all forms of UB (Unless USUM adds more, as if)
So why have we never seen a Necrozma before? In either universe.

Cosmog's evolutions aren't Ultra Beasts since it evolved in our world.

The only way it'll be and remained an Ultra Beast is that it evolved and live in the Ultra World to maintain their ULTRA BOOST. No Ultra Boost, no Ultra Beast.
