uh but in all seriousness - someone who isnt bringing out the pokemons true battle-potential. Someone who isnt working with the Pokemon and breaking them of their passive traits.
Someone who wants to baby and work around that, when all you really need is 'tough love.'
If a trainer has caught a Pokemon, there is clearly a reason behind it.
For those that she can not break and has stolen - some are either 'discarded' or they are bought through Pokemon rental companies (ya know, rental mon for tournaments?)
