He has the Memory that your starter is weak to once he's got Silvally and his theme file name specifically denotes him as the rival. Unlike Hau which says he's the friend which he quite obviously is.
Why people don't understand this I've no idea. They've been doing this since Gen 3. One rival, and one or more friends.
For example... Shauna? Not a rival. All of them who are not Calem/Serena are friends. Cheren? Rival and Bianca is the friend.
