Really, that's how gen 4 did it, too, so I'm not sure why it's so offensive in gen 6 and 7
It isn't like bw had a great dex because it added more unrelated pokemon

I mean, there clearly were going to be initially. Between Southern Kalos, the Thousand moves, AZ's Floette, and whatever, they probably anticipated doing more Kalos games at first and left those two slots open.

The Switch is selling phenomenally in fucking July, the middle of the year. Holiday season will move units like a motherfucker. Especially in Japan. Just because you don't like something doesn't mean you get to come up with scenarios you know aren't going to be true.
