It's not that they scrapped the BF in ORAS due to time constraints or anything, it was just never planned to be brought back.
However I disagree with the rest of your post:

Red and Blue is an initial pair of a generation, like DP or BW, for the entire world, except for Japan, so FRLG wasn't based on a third version LOL. Only HGSS was.

(Which is why there is the exact same BF in both HGSS and Platinum, with the exact same Brains challenging you, and the exact same Multi Battle partners from the Sinnoh Frontier, despite HGSS and Platinum occuring simultaneously).
