I wouldn't question it if GF did this in the past, but they do this ONLY with the new region in this day and age. Oshawott is one of the worst basic water starters while dewott is one the best mid evos, samurott is okay but it would have been way better bipedal

Just realized that the majority of water starters have awesome final stages but terrible basic stage like piplup,oshawott and popplio

Though honestly, the way I see it this whole evo is supposed to "grow up" somewhat.

You start off with Oshawott, a cute, childish albeit ambitious guy
Then you have Dewott, more mature and serious which evolves into the old grizzled warrior Samurott. Plus, Samurott is somewhat bipedal. It stands on it hind legs when fighting.
