Charizard got two because he's the most popular among them, and they wanted to promote version exclusive forms. Hoenn starters got mega evolutions because they got remakes. Greninja got a special form because he's popular and marketable. There is no reason, from a marketing perspective, to give mega evolutions to the Johto, Sinnoh, or Unova starters right now. Kalos starters didn't get mega evolutions because the initial idea was to use mega evolution to revitalize and push older Pokemon alongside new ones. The new ones don't need that push because they're already new. Diancie didn't get a mega evolution until ORAS.
