They are excellent in-game and not bad in competitive. Togepi Is a rough patch, but once you get Togetic you got a bro on your team. IF you get one with Serene Grace. If you get Hustle you have dead weight. Might as well box it and get a different flying type.

The Japanese name for the ability is something to the effect of "excitable". The Togepi line get excited easily, so they rush in blindly.

I can agree with this. Togekiss isn't terrible, but it's not nearly as good as togetic.

Togekiss is one of my favorite gen4 mons. Had a 50+ streak in oras battle maison by having a bulky togekiss spam follow me while garchomp SDd and swept with earthquake. Managed a few BS doubles wins/ragequits using the same strategy. Alternatively, paraflinch shenanigans with offensive togekiss were great fun.
