It's not, though, unless you're saying it can move its eyes around on its face. It's just a shortcut they take with designs sometimes when they don't want to give it eyelids.

Except it has three eyes in the games too, and the anime staff are given reference sheets by the game artists to follow.

Also in the anime you can see a knocked out Gastrodon that has two swirly eyes while the middle one stays the same
