But to defend their role in the plot: I don't think the Lake Trio were created TO keep Dialga/Palkia under control, they just possessed that power (which makes thematic sense to me in some vague "spirit triumphs over matter" way), a power which Cyrus then exploits. I don't see a problem with that: it's more interesting than RSE's "McGuffin(s) of controlling Groudon/Kyogre," and I thought seeing Galactic get up to creepy sciencey shit to harvest the crystals was neat.
