furthermore clanging scales is not going to be used post z-move because the defense drop is completely counterproductive to what you're trying to do and remember: once you z, you can't switch out ever so you're going to need a secondary special dragon type move
and if you're going with a special build, drain punch isn't going to be inflicting near enough damage to extend it's longevity while if you're going with a physical build the z-move will barely do any damage given it's going to be coming off a base 100 uninvested stat
and you do not need a scarfer to take out kommo-o. That's a major difference with porygon-z
P-Z has a ridiculously powerful shadowball or thunderbolt which only a very limited number of pokemon can take
On the other hand there is a very good number of pokemon that can take at least 1 hit at +1 from kommo-o
