Except storks are aquatic...? And Swellow's head feathers could easily become a secretary's head feathers, plus its Dex entries suggest that it is a predator, unlike Staravia's, which becomes an angry huge hawk out of nowhere.

Won't see many storks living near marine habitats, though, and suddenly discarding the huge bill to a stork's flimsy bill would be strange. Then again, we have Toucannon. The swallow to secretary shift still makes no sense after having two swallow Pokémon in the line, but then you already mentioned Starly's dumb line. Anything is possible, I guess.
