Wouldn't a game where you play as a Team Rocket grunt suck, because you'd only have Zubats, Rattatas, and maybe one Ekans or Oddish?

You wouldn't be a grunt, you'd be some specialty stealth member going on espionage missions. Being a grunt is the equivalent to spending the whole game as one of the trainers in the gyms, waiting to challenge trainers. No you'd be someone sent out to scope out areas and other regions. Maybe you'd go undercover at some point to do gym battles so you can have a variety of mons.

Only the leader gets to use Crobat.

Not counting unevolved shitters, a Rocket Grunt can use Raticate, Golbat, Gloom, Hypno, Arbok, Weezing, Muk, Sandslash, Marowak, and Machoke.

Here are the pokemon team rocket grunts have been known to use in the core series:

>Sandshrew
>Rattata
>Zubat
>Ekans
>Meowth
>Koffing
>Drowzee
>Machop
>Grimer
>Cubone
>Venonat
>Oddish
>Houndour

Now make your team with up to 4 pokemon. You can add a 5th pokemon but it can't be from a different evolutionary line.

Example:

>Sandshrew
>Hypno

Galactic has it much worse - they get fucking Wurmple filling most of their teams.

At least that one guy had a Clefairy, though it got taken away from him after he loses to you. I like to think he got it back in the end when Galactic reformed.

It wouldn't work because grunts never train their pokémon, they just steal from other trainers or use easy to capture route 1 shitmon, being a grunt and training your Zubat or Ekans would just break immersion
