They have literally been watching/reading about Luffy traveling for 20 years trying to become the Pirate King but literally no development beyond the regular status quo of learning new techniques, fighting bigger and stronger enemies, coming close to reaching his goal, and then having it snatched away at the last minute. The Grand Line was supposed to be where he was going to go to become Pirate King, but then he reached it, lost his brother, and basically reset his entire journey because apparently there were even bigger, stronger, and even more different enemies, animals and creatures waiting for him beyond the Grand Line. Instead of all of his experience during the time skip being reset, it was made not as powerful as the threats waiting for him in the Grand Line. He gets a new travelmate every 365 chapters and then fights or rescues them in each of their own respective arcs because for some reason all of them have to go through some "I don't want to be in the Strawhats, it's not my destiny" development arc.
And dont even get me started on the 500 COTDs they meet along the way, on each respective island. You can never tell which one is important and which one isn't.
And finally the super OP pirates/rivals/marines they also meet along the way that they can never seem to defeat until the very last minute due to some kind of bullshit willpower powerup. It always happens. Even if the character lore wise is supposed to be some God-like being, they can never stop the true power of Luffy's complete bullshit stamina and on the fly move pool.
Tl;dr Pokémon and One Piece are almost the exact same series even with execution and if you try to criticize one and praise the other you are a complete retard.
