Red is the exception because he served a specific purpose in a direct sequel, what would introducing 7 more of them achieve? And even then, if they made those games now, I doubt he would have appeared.
The fact Hilbert/Hilda didn't show up in Black/White 2 makes it pretty safe to say it'll never happen. They were you and they ceased their adventures when you stopped playing.
