>>33459359For a flyer I prefer Rayquaza. I've used Tropius which can use a lot of other HMs. I don't like it as a pokemon but it's a great HM slave. I have also used Wingull and Swablu. It's just a flyer and their cute.
For surf I like using pokemon already in my team especially those with bad movepools. In your case Linoone. There are some surprising pokemon that learn surf like Aggron.
