Is there a better way to level pokemon in crystal version than fighting wild pokemon on mt. silver with lucky egg + exp share?

Elite Four if you don't care about wasting revives and hyper potions. Other than that, no. I'm guessing you're not emulating, because turbo makes it a whole lot more bearable.

I actually don't know. I prefer just grinding the wilds because i hate wasting items, but if anything that'd be your second best choice
