Besides why only those three when other Pokemon have way more than three representing their species? If you don't think that's being unfair or impartial in some way then do the math.
I'd like to say the Japanese hate dolphins but it's only a cult of them that do. The rest of the country is oblivious it seems or just doesn't care. I don't know why anyone could hate these creatures or murder them but then again there are people here in the west who honest to god believe dolphins are rapist and hate them and would probably hurt them or relish in their suffering. Even though what they've been taught is a lie.
Just remember that a dolphin Pokemon would matter. It might change some things. Maybe it might make some Japanese kids think dolphins are something you should admire instead of despise and they could help bring about change in their hunting practices.
