Tree "steals" the PWT gimmick so there's literally no point in doing PWT while Royal is the fancy facility (it even has its own entire avenue)
Frontier wont happen because Alola wont need more separate facilities with BP when it already has 2. Not to mention in Emerald, Pt and HGSS Frontier replaced the Battle Tower and in Alola we still have the Tree.
The chances for a new facility are slim to none
