I'll consider it if the pokemon didn't have a trade evolution when it was introduced, because it means that at some point in time, they considered this thing good enough to be fully evolved. I'll still lean towards no, though.

I just cheat, when possible. On a recent run of HeartGold, I wanted to use a Scizor. I applied a code so that I could spawn a wild one then just caught and trained it as normal.
