Swanna's low mixed attacking stats aren't compensated for with a high speed (98 isn't high), and Swalot's mixed bulk is let down by lack of good status spreading (like Weezing) or offensive pressure (Muk) so why would you use either? Especially now that Pelipper has Drizzle, there's just no reason to use Swanna.
Water types fall into this trap the most - Dewgong, Kingler, Seaking, Corsola, Octillery, Wailord, Whiscash, Walrein, Huntail, Relicanth, Luvdisc, Phione, Basculin: they all have better alternatives, even if they're relatively unique.
