Undiscovered egg group pokemon don't give 3 IVs anymore. That was only in XY. Now they programmed it so it only occurs with legendaries, mythicals, and ultra beasts.

You could try out an NFE tier. Basically Middle Cup but with a few more choices, like Scyther, Sneasel, Meditite, Gligar... etc. But you can still run Chansey, Dusclops, Magmar, or others.
