They're the simplest way to include some reality without ruining the game as a whole.
If you could control when your Pokémon happened to hit them in a weak spot and cause more damage, they'd just be basic hits because everybody would go for them.
RNGing them makes it much more satisfying than trying to do some kind of real time nonsense which will always be a fail in games. Or makes it a gimmick you risk losing over for trying to set up. Either way much more fun than any other way of doing it.
The games have MANY problems, but crits are absolutely not one of them.
