I see many people taking it as both of them being Rocket grunts but I doubt Rocket ever tried to make a Hoenn branch. My only guess was some old team that tried a bigger Project AZOTH which Magma and Aqua took on their own side, but since it's GameFreak we are dealing with we will never know.
And let's not get started with anything related to Mauville. All of the Mauvilles.
