That means that any concerns that the people living in the houses have that the people living in the apartments don't have can still be addressed by their local council without fucking over the people in the apartment. When is comes to concerns that affect all the people regardless of where they live, each person should have an equal say.
3. If we make the comparison even more accurate, the five people in the houses don't hold all the power, the three people that agree with each other do, because of the winner take all system, the two people in the houses that disagree with the other three have literally zero power, even if they agree with the people in the apartments. 32 people just got outvoted by 3.
