>>33544427Chikorita is really bad, even in-game. Snivy isn't actually bad, just underwhelming as hell. Cyndiquil is all right, not amazing but not bad either. Tepig goes form being great, to sorta bad, and then back to all right, sort of. The problem is it's outclassed by better fire and fighting types in the game way too early. Darumaka is a better fire type and Scraggy is a better fighting type. Totodile is all right, no real problems, just sort of mismatched stats in gen 2 (physical water type when it's a special type back then) but after the physical/special split it became significantly better. Oshawott was always amazing, especially because of Unova's lack of water types. Easily the best starter of those you posted. No clear "bad stat" that needs patching up, and learns decent enough moves.
