Can someone explain to me the logic behind two baby birds evolving a level higher than the mon that turn into 2 possible legendaries?

Rufflet and Vullaby are late game mons, in gen 5 they where available around the 7th or 8th gym. They should've been on Poni Island in S/M

It's a fault of BW1, you got these birds too late in the game when they would be lvl 40+, so they had to have them evolve at least 10 levels later thus...
Same with a lot of other gen5 pokemon that evolve too late
They should get their heads out of their asses and change it in newer games

Many other Pokemon are late game mons, like Noibat, but don't have the nerve to evolve in their mid 50's. Noibat in XY evolves a mere level after you capture it. They should have just made them evolve at 42-45 like they typically do.

Black and White had high evolution levels across the board. Rufflet and Vullaby were clearly not designed to be Pokemon you'd be catching at a low level in the early-game.

Neither were Pokemon like Ponyta, Grimer, Rhyhorn, Slugma, Snorunt. and they all evolve before level 54. Even Jangmo-o, a pseudo gets its final evolution way before Rufflet and Vullaby and you find them around the same area.

Levels are relative to the Pokemon in question. They represent either stored power or maturity.

That's the point od Larvesta. It's not a weak supercommon shitty bug type that evolves before the first gym, it's a badass strong ultra rare bug type that evolves after a lot of work. You can call it its gimmick
